E-asier Online Payment Soon: Settle Bills And Renew Road Tax Or Driver's Licence In A Click

The Star, 12 May, 2008.

COME July 1, all government agencies will go online and all payments can be made using e-pay facilities in the Klang Valley

However counter services will still be made available to those who prefer settling their dues this way. Through the streamlining of the e-payment systems, Pemudah, the Government's task force for facilitating businesses hopes transactions with government agencies will be made more efficient.

In line with this, the Finance Ministry, Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Accountant-General's Department and Bank Negara Malaysia are jointly taking efforts to actively promote the use of e-Government among the public as a proactive way to enhance the public delivery system via their websites.

As of May 2, a total of 57 agencies had made available online payment for a total of 90 services. These include payment for renewal of competent driving licence (CDL) and payment of summonses to the Road Transport Department (JPJ). The others that have extended the online service included the Immigration Department, Land and Mines Department, Education Ministry, Finance Ministry and Public Service Department. Even the purchase of train tickets for Keretapi Tanah Melayu Bhd (KTMB) can now be done online. The Klang, Shah Alam, Selayang, Sepang, Nilai, Subang Jaya, Ampang Jaya, Kajang, Kuala Langat, Kuala Selangor and Petaling Jaya municipalities have also extended similar mode of payment for the people to settle their assessment dues.

At the moment, police summonses and Tenaga Nasional, TM, Indah Water Konsortium and Syarikat Bekalan Air Selangor (Syabas) bills are commonly settled online. The e-payment process will “convert” the facilities at a total of 106 agencies in three stages. Of that, 21 agencies had already done so this month, followed by 55 agencies by June 1 and the remaining 30 agencies by July. Credit card payment for renewal of road tax is now accepted at 83 counters in 72 branches of the JPJ.

The department also accepts payment via e-Services at 111 approved sites for the booking of theory tests, issuance/renewal of learners' licences, renewal of competent driving licences (CDL) and settling of traffic summonses. A check on the JPJ website ( www.jpj.gov.my ) showed how one can renew their competent driving licence or road tax online with much ease.

After clicking on the CDL Renewal Online link, all one needs to do is enter his identity card number, address, category of licence, expiry date and renewal period of one to five years. In the event that the JPJ is unable to deliver the renewal slip due to unforeseen circumstances, the motorist concerned would be notified immediately by phone. Motorists who do not want to pay by credit card can maintain a prepaid account with JPJ. The fee remains the same at RM30 per year and a RM2 processing fee is charged. Drivers who want their licences delivered to them will be charged a small delivery fee of between RM5 and RM10, depending on their location.

Another option is for motorists to collect their renewal slip from one of the many e-service centres in the country, which are operated by eservices concessionaires MyEG Services Bhd and mySPEED Sdn Bhd. Payment can be made via credit card, or through electronic online payment systems such as e-cash and e-debit.

As for the renewal of road tax, forget about waiting in a queue to get it done. Go online at www.myeg.com.my to experience visiting the JPJ, albeit virtually and without the queues. Motorists will find that all they need to do is take two minutes to fill in their details and are given a choice of a six-month or a year's renewal. They also get to select a list of about 100 insurance companies while renewing their road tax. Renewing road tax and motor insurance policy has never been easier. The road tax disc is delivered free if you renew your motor insurance through the website now.

You can also forget about the hassle of spending precious time waiting in line to pay quit rent at the counter. Just visit the website at www.ptgwp.gov.my/semakcukai.htm or www.ppj.gov.my . If you wish to have your quit rent bill presented online, simply log on to the website and get registered. By doing so, you can also track your quit rent bill or multiple quit rent bills online.

Since March, the Federal Territory Land and Mines Department has made it possible to pay quit rent online. The mode of payment is either by credit card or online payment via the Financial Process Exchange (FPX) system, a payment channel for online stores, that provides real-time online payment processing. The list of banks through which you can settle your quit rent via FPX are RHB, CIMB, Maybank, Public Bank, Hong Leong Bank and Bank Islam Malaysia .
